Bus Operation and Maintenance expert [Saudi Arabia]

The Royal Commission of Makkah (RCMC) has invited a specialist consultant company to be following and supervising and managing the SCOPE OPERATION & MAINTENANCE CONTRACT of the Public Bus Network in Makkah project.

The project entails the construction of 439 bus stops and 4 Terminals, pedestrian crossings along 12 routes, and 400 buses (240 Local 12 meters, 160 Articulated bus 18 meters) that cover Stage I of the public bus transport.

The Operation Consultant shall prepare all Management plans, Monitoring, and Evaluation Guidelines intended to develop the current network and service that is used as a reference by stakeholders relating to the implementation of road based urban public transport services. Guideline for Operations Plan, Monitoring, and Evaluation of Road Based Urban Public Transport Services expected to be able to answer problems in the field to facilitate service realizing effective and efficient transportation services.

For this bid we are seeking a Bus Operation and Maintenance expert

Responsibilities:

Operational Management:

  • Develop and implement operational strategies and procedures.
  • Coordinate with stakeholders to ensure smooth bus operations.
  • Monitor and analyze operational performance.
  • Identify and resolve operational issues.
  • Collaborate with other departments to align bus operations with organizational goals.
Maintenance and Repairs:
  • Develop and implement a comprehensive maintenance program.
  • Coordinate servicing and repairs of buses.
  • Establish and enforce safety protocols and standards.
  • Maintain accurate maintenance and repair records.
  • Conduct fleet audits to assess bus condition.
Budgeting and Resource Management:
  • Prepare and manage the budget for bus operations and maintenance.
  • Identify cost-saving opportunities.
  • Procure necessary equipment and supplies.
  • Optimize resource allocation.
Regulatory Compliance:
  • Stay updated with relevant regulations and laws.
  • Ensure compliance with safety standards and licensing requirements.
  • Coordinate with regulatory agencies.
Staff Supervision and Training:
  • Provide leadership and guidance to a team of employees.
  • Conduct training programs.
  • Set performance goals and evaluate performance.

Qualifications:

  • 10 years' experience in bus maintenance either in: Maintenance experience in Bus operating company, and/or Client organization managing a Bus operator, and/or Consultant team managing Bus operator.
  • Prior experience dealing with multiple Contractors and their performance against their maintenance regime
  • Conversant with Maximo platform and asset management
  • Experience dealing with Operating procedures, instructions and code of conduct handbooks
  • Experience dealing with timetables and materials related to successful and smooth operations of the transportation system
  • Experience in managing a bus depot and maintenance workshop
  • Quality Management Systems
  • Transportation and Safety Procedures
  • Must be prepared to be available on a call-out basis should an incident occur outside of the normal operational hours.
  • Maximum time to respond to call-out will be 30 minutes
  • Languages spoken: Arabic and English. Any additional language is a plus
  • Willingness to relocate to the Kingdom of Saudi Arabia for at least 2 years
  • Technical affinity and understanding of engineering projects is highly beneficial
  • First (project) work experience in an international environment with strong team skills and service orientation
  • Excellent communication skills and a confident manner
